Arturo Robles has served as Commissioner at the Federal Telecommunications
Institute since April 2017.
Robles is a Telecommunications Engineer by the National Autonomous University of Mexico (UNAM). He completed a joint PhD on Telecommunication and a certificate of advance studies on Signal Theory and Communications by the Polytechnic University of Madrid. He also holds an
Executive Certificate in Leadership and Strategic Innovation from Massachusets Institute of Technology and studied graduate courses on
Telecommunications Management in Spain and on Digital Markets Regulation in Belgium.
Prior to joining the IFT, Commissioner Robles collaborated with European operators in the areas of strategic development and technological evolution
and with global consulting firms specialized in the technological, economic,
and political-regulatory analysis of multinational telecommunications and
information technology projects.
He has worked for international companies in the areas of evaluation, policy design, and international coordination of satellite systems for national security and social connectivity. He also served as a technical advisor and a social
witness for international pro-transparency organizations and conducted research in Competitiveness Centers, as well as Research, Development, and
Innovation (R&D&I) in Europe and Mexico.
In 2015 he joined the Federal Telecommunications Institute (IFT) where he
held the position of Deputy General Director of Foresight Research.
On April 25th, 2017, he was sworn in as Commissioner of the IFT, after a rigorous selection process that consisted of passing a knowledge test, nomination by the Federal Executive, and ratification by the Senate of the
Republic to hold such position.
The Commissioner has published several articles in national and international
media and scientific journals on topics such as public policy, strategies,
economics, and regulation of Information and Communication Technologies.
Robles currently serves as Chairman of the Permanent Consultative
Committee on Radiocommunications (PCCII) of the Inter-American
Telecommunications Commission (CITEL/OAS), Vice-Chairman of the
Committee on Policies for the Digital Economy (CDEP) and of the Working
Party on Artificial Intelligence Governance (AIGO) of the Organization for Economic Cooperation and Development (OECD).
